National impact plans in 2020

In February 2020, GENDERACTION organised a mutual learning workshop on communication and impact building in Prague for members of GENDERACTION consortium. The EU impact plan was discussed and developed. Consortium members were also asked to compile their national impact plan. Both the EU and national impact plans are meant to use the GENDERACTION outputs and support or initiate progress in gender equality in research and innovation in their countries.

At the national level, the COVID-19 situation did not allow us to start the work of our European Gender Equality Taskforce (EGET) which also affected the implementation of national impact plans of most consortium members. The Taskforce, run by Linda Rustad of Kilden, Fredrik Bondestam of the Swedish Secretariat for Gender Research, and Gemma Irvine of the Maynooth University, was planned to consist in visiting countries and helping consortium partners to make advances at the national level. This had to be postponed but the plan among several of our consortium members is to focus on research funding organisations (RFO).

Austria

The GENDERACTION team at the Austrian Federal Ministry of Education, Science and Research focused on the presentation and discussion of criteria of good practice to strengthen the implementation of ERA Priority 4 through various stakeholder exchanges (organising events and participating in events and meetings), through their inclusion into Ministerial “basic letter” to universities, and by obtaining the confirmation that the criteria will become a requirement for the next performance agreement period.

The Austrian team plans to go on with analysing the effectiveness of the use of the criteria, with identifying implementation of criteria of good practice in performance agreement drafts of public universities and public research institutions, and with further dissemination activities.


Bosnia and Herzegovina

 

Europroject Centar went on collecting statistical data on gender equality in R&I and provided consultations on this topic and on ERA national action plan to the Ministry of Civil Affairs. Most other activities were postponed due to the pandemic (e.g. the EGET visit).

 


Cyprus

 

Cyprus Research and Innovation Foundation prepared a Gender-Sensitive Language Guide for internal use and plans to organise three workshops with Gender Experts for the Board of Directors, RIF Personnel and the Scientific Community in 2020.

 

 


Czechia

          

 

The Czech team (ISAS, NKC/Center for Gender & Science) disseminated GENDERACTION outputs on several occasions to diverse groups of stakeholders as a part of its national activities.

  • The policy brief on the role of research funding organisations in the promotion of gender equality was distributed to participants of the chapter about R&I’s round table for the new Strategy of Equality of Women and Men 2021+ in June 2020 (representatives of ministries with a budget for R&I and state grant agencies). It was also distributed in October 2020 during an online conference ISAS held with Prime Minister and Head of Research Council, Andrej Babiš, and Governmental Commissioner for Human Rights, Helena Válková. Inputs of the brief were as well used in the preparation and presentations of guidelines for research funding organisations that were approved by the Research, Development and Innovation Council on 30 October 2020 (presentations of the material: 6.11.2020 online meeting of regional coordinators of Technology agency CR, 25.11.2020 online meeting of RFOs, 2.12.2020 Scientific council of Czech Funding Agency).
  • Main messages from D3.2 were used as an input for both the New National Policy of Research and Innovation 2021+ and the Strategy of Equality of Women and Men 2021+ and both documents quote it. A brief summary of D3.2 was sent to more than 150 main stakeholders of the R&I field together with an annual monitoring report on women in Czech research.
  • ISAS team used the opportunity and answered the call for membership in the expert groups for Horizon Europe (advisory body for Czech representatives in the shadow committee of Horizon Europe) and participated in shaping the area of health, digital sphere, industry and space and strategic configuration. The team successfully mobilised organisations of Czech Women’s Lobby to take part in the Horizon Europe consultation too.

Germany

 

The DLR Project Management Agency was active in providing suggestions for gender-relevant proposal support for the German NCP network. It contained on-site trainings, webinars (May 12 and May 26), briefing documents, documentations, and other consultations. The DLR team also networked with German EU-funded gender projects (April 10 & October 21). In the coming period, the DLR team plans to disseminate GENDERACTION outputs at the German Presidency Conference in November 2020 in Hamburg, plans another virtual meeting with German EU-funded gender projects, and considers organising a webinar on gender in Horizon Europe.


Greek

 

The team from the National Documentation Centre (EKT) got in touch with the General Secretariat of Research and Technology to start the exchanges around the implementation of gender equality measures. The team plans to use translated policy briefs for dissemination and for negotiations with the General Secretariat. They will further collaborate with the Greek NCP network to help in a better understanding of gender issues in Horizon Europe.

 


Slovakia

 

The representative of Matej Bel University worked in 2020 on the creation of a working group for gender equality plan and collection of statistical data. The group members have met once since the group foundation. Due to the pandemic, there are delays in the focus group realisation that will take place in autumn 2020.

 

 


Spain

 

The team of the Ministry of Science, Innovation and Universities, Cabinet of the State Secretariat for Universities included GENDERACTION policy briefs in the trainings conducted for research public organisations and published news related to GENDERACTION flagged as a success story by the Commission as well as to the announcement of GEP as eligibility criteria in Horizon Europe.

The team plans to recommend the State research agency (AEI) to strengthen gender equality measures in research calls in line with GENDERACTION policy briefs and work on the implementation of measures in national gender equality plans and strategies. When Spanish policy briefs are ready, the team plans broad dissemination.
